You can not. The inventor must be a timely application for U.S. patent file and go through the process of patent application and obtain a valid patent in the U.S. In addition to the European patent.

It is not. Every country has its own patent office, and his invention in this country for a patent must be protected to submit to the Patent Office in the country.
