I teach in the system of the Wisconsin Technical College. All teachers in all Wisconsin technical colleges are organized, but are not all the UW campus. What is the reason?

I wonder if there was something in the contracts that prevents them into a union. It is really the first time I heard of it. I know that after a faculty member reaches a certain point where they can get mandate. Is it this?
